I am running Windows 8, but have had it working for about 6 months.
I have no idea what the registry is, nor OCX files, I'm afraid I'm not that PC knowlegable.

It sounds registry related to me, like something got corrupted in there. Uninstalling the game may leave the bad registry keys behind yet and therefore not fix the problem. Do you have more than one account on windows you can log into and try to run the game from? The game creates separate registry keys for each log in on Windows so this would make it look at different registry keys. You could try running the game as administrator if you aren't already as this will run it under the separate administrator account or if you don't have any other windows accounts try creating a new one and running the game from it. If this works it probably is the registry and to get it to work on your current windows account you'd have to go in and delete the registry keys PGA uses for that account and then reinstall the game.

Yeah, just create a new account in windows and run the game. I don't think you'll have to install the game under the new account. My computer had the other accounts created already when I installed the game though so I don't know if that makes a difference. On the accounts I don't run the game from normally only the stock courses and libraries show as installed so you will have to install courses and libraries. This is because a new registry key is created each time you install a course or library but the other accounts are using their own separate section for registry keys.

Looks like we have a winner!
I created a new user account on the PC, installed the game under that account and everything seems to be back to normal.
When I switch back to the original account, I get all the original errors and grief.

Awesome! Glad it worked. It's unfortunate that when you uninstall the game it doesn't delete the corrupted registry keys it created. If you want I can tell you what registry keys to delete...or you could just use the game in the other account from now on.

David! Glad to hear Brian give you advice that worked. I'd tell you what to do in the registry but I'm still using XP. In XP I use the "RUN" option in the start menu and type Regedit then press OK to open the registry. Sierra keys are in HKEY CURRENT USER also HKEY LOCAL MACHINE under the software catagory. HKEY USERS under the catagory S-1-5-21-1614895754-160 under sub catagory software. Also HKEY CLASSES ROOT under PGA. Not sure how Windows 8 works. You must be extra careful.

It is the same in Windows 8 except there is no start menu/run dialog box anymore. To get to regedit you go the start screen and just type regedit and press enter. If you're unsure about it maybe it would be best just to leave it alone.
