Tiger conceding to Bjorn

Did I miss something? I don't understand why Woods conceded to Bjorn unless I missed a penalty stroke or a shot.
On 19:
Woods: 1. into the scruff; 2. out to the fairway; 3. on the green; 4. missed putt, about 4' away.
Bjorn: 1. fairway; 2. through the green; 3. green but a nasty 20er for par

I listened for an explanation but none was forthcoming from the talking heads; so what did I miss?

Never mind; I didn't see him take a second shot out of the rough to get onto the fairway. So he was laying 5/putting 6 when he conceded.
